Prime Cost Benchmarks by Concept: FSR, QSR, Bar-Forward, and Catering

Ask a QSR owner and an FSR owner what their prime cost should be and hand them the same number, and one of them is going to run their business into a wall. A generic industry average is worse than no benchmark at all if it's calibrated to a concept you don't run.

Why One Number Doesn't Work

Prime cost is COGS plus labor, and both halves move differently depending on what you're serving and how you're serving it. A QSR spreads labor over more covers per labor hour because the menu is standardized and the line is built for speed. An FSR carries more labor per cover because service is the product, not just the food. A bar-forward concept's blended food-and-beverage COGS runs lower than a pure kitchen concept because liquor margin is doing real work. Catering runs tighter food cost on the plate but spikes labor hard around event dates.

Two definitions to keep straight before any number below means anything: Operational prime cost = COGS + hourly labor + tips out, no management salaries, target 45–55% overall. Fully loaded prime cost = COGS + ALL labor including management salaries, target 58–68% overall. Here's how those bands break down by concept.

FSR (Full-Service Restaurant)

Service labor is the ceiling here, you can't run a table of two on the same labor as a table of eight, so labor as a percentage of sales climbs when covers per server drop. Guard food cost inside 30–33% and let labor flex with cover pace, not a fixed headcount rule.

QSR

The menu is standardized, which means food cost should be the tightest, most predictable number in your business. If QSR food cost is drifting above 30%, it's almost always a portioning or waste problem, not a pricing problem.

Bar-Forward

Track liquor cost separately from food cost even though they roll up into the same blended COGS number. A kitchen running 29% food cost next to a bar running 20% liquor cost blends to a healthier number than either looks alone, don't let a clean blended number hide a kitchen that's actually running hot.

Catering

Food cost runs higher than FSR or QSR because bulk buying for a set guest count leaves less room to adjust when a headcount changes late, and because plated events carry more overage built into the quote on purpose. Labor is the number that swings hardest here, a $12,000 event on Saturday and a $0 sales day on Monday averaged over a week tells you almost nothing, which is exactly why catering needs to be tracked event by event, not just week by week.

Worked Example: QSR

A QSR does $24,000 in sales this week. COGS is $8,160, a food cost of 34%, well above the 28–30% target. Hourly labor plus tip-out is $4,560, or 19% of sales. Operational prime cost = ($8,160 + $4,560) ÷ $24,000 = $12,720 ÷ $24,000 = 53.0%, 3 to 7 points above the 46–50% target. At the 48% midpoint, prime cost should have landed at $11,520. The gap is $1,200 this week alone, or $62,400 a year, sitting entirely in a food cost problem, not a labor problem.
